يهدف البحث إلى دراسة التحفظات على اتفاقية سيداو (الدول العربية أنموذجًا)، حيث يُعد نظام التحفظ على الاتفاقيات الدولية أحد المظاهر القانونية الحديثة في مجال العلاقات الدولية، والذي يقرّ بحق الدول في إبداء التحفظ على بعض أحكام الاتفاقيات الدولية، وفقًا للأحكام العامة التي حددتها المواد (19-23) من اتفاقية فيينا لقانون المعاهدات لعام 1969. وإذا كان حق الدول في التحفظ مكفولًا دوليًا، فإن الإشكالية القانونية تكمن في تلك التحفظات التي تبديها بعض الدول العربية على أحد بنود اتفاقية سيداو. ولا شك أن إبداء التحفظ على هذه الاتفاقية قد يسهم في تجزئة النظام الاتفاقي المزمع إرساؤه أو وقف الآثار القانونية لبعض القواعد الدولية المتعلقة بحقوق المرأة في مواجهة الدول المتحفظة. وبالنظر إلى أهمية الموضوع، ارتأيتُ البحث في هذا المضمار، مبينًا المقصود بالتحفظات الدولية، والأثر القانوني للتحفظ على التزامات الدول المتحفظة وغير المتحفظة، والأسباب التي دعت إلى التحفظ، إضافة إلى المواد التي تم التحفظ عليها.

This dissertation studies the application of equivalence theory developed by Mona Baker in translating Persian to Arabic. Among various translation methodologies, Mona Baker’s bottom-up equivalency approach is unique in several ways. Baker’s translation approach is a multistep process. It starts with studying the smallest linguistic unit, “the word”, and then evolves above the level of words leading to the translation of the entire text.
