يشهد إقليم شينجيانغ في الصين من توترات سياسية واجتماعية ناجمة عن سياسة القمع الصينية والاحتجاجات المستمرة والانتقادات الدولية، اذ تعد السياسة الصينية في هذا الاقليم جزءًا من جهود الحكومة الصينية لمكافحة الإرهاب والفوضى والحركات الانفصالية في المنطقة، ولكن هذه السياسة تتعرض لانتقادات كثيرة من قبل الجماعات الحقوقية والمنظمات الدولية، اذ تشمل مجموعة من الإجراءات القمعية مثل الاعتقال التعسفي والتعذي

تتجادل فكرة البحث الرئيسة في ضرورة الانتقال بطروحات الفكر السياسي الإسلامي المعاصر من مقاربات النموذج الماضي وما يجب أن يكون، إلى التفكير بواقعية بالدولة والديمقراطية كمفهوم وممارسة أصبحت واقع تعيشه المجتمعات الإسلامية.

والهدف من هذا البحث هو الاشارة الى اهمية الاختصاصات الممنوحة للبرلمان العراقي، بما يضمن التاسيس لدولة القانون، اي وجود مرجعي
