The early childhood is a dangerous period for the development of children
in their present and future life . It is important to design programs for the preschool
period .
These programs are relatd to the childs Personality and its integration .
The most effective stories and attractive programs for the child is the objective
stories which can develop his self-canfidence . Therefore the kindergarten
should participate in developing the childs personality and experience
because it is the most effective institute in the childs life .

          In order to achieve the objective of the study, the researcher chooses non-randomly the preparatory school affiliated to the District Chamchamal \ Suliemnaniya. Emotional competence, is relatively a new concept, stands for the ability of people to perceive their feelings and emotions, and sharing them with others. It also refers to capability in optimizing these feeling and emotions, and managing them over various situations. Thus, this study aims to examine the efficiency of counseling program in developing an emotional competence among intermediate school students in Baghdad city. The sample included group of female students at intermediate stage. The findings revealed none of experimental and control groups have statistically significant differences in pre-posttests of emotional competence efficiency.
