The Web Design Quality Index, known as WDQI, was applied to assess the quality of websites for six Iraqi universities, namely Basra University, Mosul, Muthanna, Samarra, Dijla University College, and Al-Isra University College. The results of the index showed that the universities of Basra and Dijla University College had the highest value, at 71.07 and 70.39, respectively. Its final evaluation metric was that the website of these two universities needed a slight improvement. As for the rest of the other universities, the final values of the index ranged from 64.72-69.71. This article aims to estimate the partially linear model by using two methods, which are the Wavelet and Kernel Smoothers. Simulation experiments are used to study the small sample behavior depending on different functions, sample sizes, and variances. Results explained that the wavelet smoother is the best depending on the mean average squares error criterion for all cases that used.

In this paper, the rotation curve of the Milky Way galaxy has been determined using the observed HI emission line at a wavelength of 21 cm. Particularly, the Tangent Point Method was used in order to measure the rotational velocity and the distance to the center of the Milky Way. The measured rotation curve showed that the rotational velocity remains approximately constant at large distances from the center of the Galaxy. This is actually an evidence for the existence of dark matter in the halo of the Milky Way.
