The estimation of the parameters of linear regression is based on the usual Least Square method, as this method is based on the estimation of several basic assumptions. Therefore, the accuracy of estimating the parameters of the model depends on the validity of these hypotheses. This paper studies the oscillation properties and asymptotic behavior of all solutions of the 2×2 system of second-order half-linear neutral differential equations. Four results are obtained in this research. The first and second results are auxiliary results while the third and fourth results are main results. All possible cases of non-oscillating bounded solutions for this system are estimated and analyzed. Comparing four cases of Basra, Kirkuk, Nineveh, and Sulaymaniyah indicate that these cases differ in their political stability and autonomy in a way that led to a different forms of decentralization.
