For several applications, it is very important to have an edge detection technique matching human visual contour perception and less sensitive to noise. The edge detection algorithm describes in this paper based on the results obtained by Maximum a posteriori (MAP) and Maximum Entropy (ME) deblurring algorithms. The technique makes a trade-off between sharpening and smoothing the noisy image. One of the advantages of the described algorithm is less sensitive to noise than that given by Marr and Geuen techniques that considered to be the best edge detection algorithms in terms of matching human visual contour perception.

ANN modeling is used here to predict missing monthly precipitation data in one station of the eight weather stations network in Sulaimani Governorate. Eight models were developed, one for each station as for prediction. The accuracy of prediction obtain is excellent with correlation coefficients between the predicted and the measured values of monthly precipitation ranged from (90% to 97.2%). The eight ANN models are found after many trials for each station and those with the highest correlation coefficient were selected. One of the most important problems of Iraqi construction projects is the cost variances, so it is important to identify the problems and shortcomings that cause poor cost control. Through the utilization of questionnaires, the study evaluated how project costs were managed and reported. The questionnaire was distributed to 180 professionals working in the Iraqi construction sector, with a response rate of 91%.
