The method includes direct charge transfer complexation of doxycycline withp-Bromanil in acetonitrileto form a colored complex. The intensely colored product formed was quantified based on the absorption band at 377 nm under optimum condition. Nuclear shell model is adopted to calculate the electric quadrupole moments for some Calcium isotopes 20Ca (N = 21, 23, 25, and 27) in the fp shell. The wave function is generated using a two body effective interaction fpd6 and fp space model. The one body density matrix elements (OBDM) are calculated for these isotopes using the NuShellX@MSU code. The effect of the core-polarizations was taken through the theory microscopic by taking the set of the effective charges. The results for the quadrupole moments by using Bohr-Mottelson (B-M) effective charges are the best. This research is an attempt to explore a social and pragmatic phenomenon of lamentation in elegies of Gray and AL-Khansaa' who represent two different cultures. It illustrates the intended meaning of lamentation in English and Arabic and finds how the two languages express this purpose of poetry by analysing it socio-pragmatically adopting Searle's models (1969),and its modifications. Lamentation is considered as a mournful poem lamenting the death of  whole humanity as Gray's elegy and of an individual as AL-Khansaa's elegy.
