The fiscal position of governments in rentier economies depends heavily on oil revenues. The relationship between oil prices and the budget surplus or deficit is often nonlinear and characterized by complex temporal dependencies, which may limit the predictive capability of conventional econometric models. Accordingly, this study aims to forecast the Iraqi budget surplus and deficit and compare the predictive performance of the ARDL, NARDL, LSTM, 1D-CNN, and hybrid 1D-CNN-LSTM models using oil prices as the primary predictive variable. The hybrid model integrates the feature-extraction capability of One-Dimensional Convolutional Neural Networks (1D-CNN) with the ability of Long Short-Term Memory (LSTM) networks to capture long-term temporal dependencies. The analysis is based on monthly Iraqi data covering the period 2008-2025 (216 observations), with the final year reserved for out-of-sample testing. Model performance was evaluated using the Root Mean Squared Error (RMSE), Mean Absolute Error (MAE), Directional Accuracy (DA), and the Diebold-Mariano test. The results confirm the existence of a long-run equilibrium relationship between oil prices and the fiscal surplus/deficit under both the ARDL and NARDL models. The NARDL model further reveals asymmetric effects of positive and negative oil price shocks. In terms of predictive performance, the hybrid 1D-CNN–LSTM model outperformed all competing models, achieving the lowest out-of-sample RMSE$ (4.008)$ and the highest DA $(0.636)$. The Diebold-Mariano test also indicates statistically significant superiority of the hybrid model over the NARDL and 1D-CNN models. These findings suggest that the hybrid 1D-CNN-LSTM model provides a more effective framework for modeling the nonlinear and dynamic relationship between oil prices and the fiscal surplus/deficit, making it a promising tool for fiscal forecasting and policy support in oil-dependent rentier economies such as Iraq.
The aim of this research is to identify the role of strategic agility achieving organizational excellence in one of the formations of the Ministry of Municipalities (Dhi Qar Sewage Directorate), as important service organizations that have a key role in serving and developing the society which faced many administrative challenges and issues and as a result of the changes in the environment is continuing and accelerating, so the adoption of modern administrative concepts such as strategic Agility and knowledge of their role in achieving organizational excellence can help them in facing these changes and achieve what they aspire to. In order to achieve research objectives, two main hypotheses have been formulated. The first hypothe

Indeed, many citizens and business owners are currently working in an electronic way because the use of information technology systems reduces the number of steps in the routine required to carry out work, and converts manual jobs to automatic, and helps improve the way of serving citizens by providing access to information in a service manner. The e-government can also automate responses to requests for licenses or information, in order to save time and energy for employees in order to provide better services to those reviewers who call directly or attend by themselves to accomplish some exceptional work. Therefore, to raise awareness its services, it is necessary to use various public re

Show MoreThe process of digital transformation is considered one of the most influential matters in circulation at the present time, as it seeks to integrate computer-based technologies into the public services provided by companies or institutions. To achieve digital transformation, basics and points must be established, while relying on a set of employee skills and involving customers in developing this process. Today, all governments are seeking electronic transformation by converting all public services into digital, where changes in cybersecurity must be taken into account, which constitutes a large part of the priorities of nations and companies. The vulnerability to cyberspace, the development of technologies and devices, and the use

NSPT is the gold‐standard treatment for periodontal pockets < 6 mm in depth, however, successful outcomes are not always guaranteed due to several factors. Periodontitis‐associated tissue destruction is evidenced by the increased level of soluble E‐cadherin and reduced antioxidants in oral fluids which could be used as predictors for success/failure of N
Objective. Glass-ionomer and resin-modified glass-ionomer cements are versatile materials with the ability to form a direct bond with tooth tissues. The aim of this study was to formulate a novel class of dental bio-interactive restorative material (pRMGIC) based on resin-modified glass-ionomer cements via the inclusion of an organophosphorus monomer, ethylene glycol methacrylate phosphate, with a potential to improve the mechanical properties and also function as a reparative restorative material. Methods. pRMGIC was formulated with modification of the resin phase by forming mixes of ethylene glycol methacrylate phosphate (EGMP; 0–40%wt) and 2-hydroxyethyl methacrylate monomer into the liquid phase of a RMGIC (Fuji II LC, GC Corp.).

This paper derives an analytical model for stereoscopic pinhole imaging which can be used to predict performance for a wide range of camera configurations. Investigation of this concept through Monte Carlo and benchtop studies, for an example configuration, shows camera-source distance measurements with a mean deviation between calculated and actual distances of <5 mm for imaging distances of 50–250 mm. By combining this technique with stereoscopic optical imaging, we are then able to calculate the depth of a radioisotope source beneath a surfa
Classifying butterfly species is crucial in biodiversity studies and environmental monitoring. However, manual classification is often a laborious process that requires specialized expertise and is prone to error, especially when species have similar visual characteristics. To address these drawbacks, this paper presents a hybrid approach that combines machine learning with deep learning for feature extraction. To enhance the visibility of important features, preprocessing techniques such as background removal and binarization are applied to butterfly images. Feature extraction was performed using the SqueezeNet convolutional neural network, pretrained on the ImageNet dataset. By discarding the final classification layer, the networ

The classical IBFS methods including North-West Corner, Least Cost and Vogel’s Approximation have competitive computational efficiency, but they are very sensitive to the structure of the problem and usually lead to a solution that is far from the global optimum. Classic enhancement strategies like the Generalized Distribution (MODI) and Stepping-Stone (SS) approaches have low computational complexity but may fall into a local optimum quickly, which makes them ineffective in large-scale or unbalanced problems. Methods We propose the first generic hybrid algorithm, calle
