The fiscal position of governments in rentier economies depends heavily on oil revenues. The relationship between oil prices and the budget surplus or deficit is often nonlinear and characterized by complex temporal dependencies, which may limit the predictive capability of conventional econometric models. Accordingly, this study aims to forecast the Iraqi budget surplus and deficit and compare the predictive performance of the ARDL, NARDL, LSTM, 1D-CNN, and hybrid 1D-CNN-LSTM models using oil prices as the primary predictive variable. The hybrid model integrates the feature-extraction capability of One-Dimensional Convolutional Neural Networks (1D-CNN) with the ability of Long Short-Term Memory (LSTM) networks to capture long-term temporal dependencies. The analysis is based on monthly Iraqi data covering the period 2008-2025 (216 observations), with the final year reserved for out-of-sample testing. Model performance was evaluated using the Root Mean Squared Error (RMSE), Mean Absolute Error (MAE), Directional Accuracy (DA), and the Diebold-Mariano test. The results confirm the existence of a long-run equilibrium relationship between oil prices and the fiscal surplus/deficit under both the ARDL and NARDL models. The NARDL model further reveals asymmetric effects of positive and negative oil price shocks. In terms of predictive performance, the hybrid 1D-CNN–LSTM model outperformed all competing models, achieving the lowest out-of-sample RMSE$ (4.008)$ and the highest DA $(0.636)$. The Diebold-Mariano test also indicates statistically significant superiority of the hybrid model over the NARDL and 1D-CNN models. These findings suggest that the hybrid 1D-CNN-LSTM model provides a more effective framework for modeling the nonlinear and dynamic relationship between oil prices and the fiscal surplus/deficit, making it a promising tool for fiscal forecasting and policy support in oil-dependent rentier economies such as Iraq.
Semiconductor quantum dots (QDs) have attracted tremendous attentions for their unique characteristics for solid-state lighting and thin-film display applications. A simple chemical method was used to synthesis quantum dots (QDs) of zinc sulfide (ZnS) with low cost. The XRD) shows cubic phase of the prepared ZnS with an average particles size of (3-29) nm. In UV-Vis. spectra observed a large blue shift over 38 nm. The band gaps energy (Eg) was 3.8 eV and 3.37eV from the absorption and photoluminescence (PL) respectively which larger than the Eg for bulk. QDs-LED hybrid devices were fabricated using ITO/ PEDOT: PSS/ Poly-TPD/ ZnS-QDs/ with different electron transport layers and cathode of LiF/Al layers. The EL spectrum reveals a bro

This technology has been effectively employed in identifying the contours in object recognition, computer graphics and vision, biomedical processing of images that is normal images or medical images such as Magnetic Resonance Images (MRI), X-rays, plus Ultrasound imaging. Three colleagues, Kass, Witkin and Terzopoulos developed this energy, lessening “Active Contour Models” (equally identified as Snake) back in 1987. Being curved in nature, snakes are characterized in an image field and are capable of being set in motion by external and internal forces within image data and the curve itself in that order. GNP–Pt uniform nanocomposite was produced from a simple chemical reaction procedure, which included acid treatment for functionalization of GNP. The surface characterization was performed by various techniques such as XRD, FESEMand TEM. The effective thermal conductivity, density, viscosity, specific heat capacity and stability of functionalized GNP–Pt water based nanofluids were investigated in different instruments. The GNP–Pt hybrid nanofluids were prepared by dispersing the nanocomposite in base fluid without adding any surfac

This paper describes the e-voting system by integrating the biometric authentication, advanced encryption, and watermarking techniques towards meeting such challenges. The system employs the fingerprint authentication by utilizing the Scale-Invariant Feature Transform (SIFT) for verifying the identity of the voter to ensure genuineness and non-repudiation of the service. The vote will be encrypted with the AES-GCM technique to be employed in securing the voting process, thus ensuring both data privacy and integrity. The calculations are based on two approaches; the first is by applying the transformed harmonic-oscillator (THO) wavefunctions in local scale transformation (LST) to all nuclear subshells for only 9C, 12C, 13C and 22C. In the second approach, the 9C, 15C, 16C, 17C and 19C isotopes are studied by dividing the whole nuclear system into two parts; the first is the compact core part and the second is the halo part. The core and halo parts are studied using the

The study aimed to identify the effect of the ethical perception of a sample of managers in public organizations on responsible behavior in light of the rapid changes taking place in the external environment. To achieve this, the researcher followed the descriptive analytical approach by applying a questionnaire of two parts. The first part dealt with the ethical perception according to the scale of Johnson (2015), which consisted of (22) items. The second part dealt with measuring responsible behavior, which consisted of (20) items based on the scale of Development of Ethical Behavior (Narvaez, 2006) for a sample of (125) respondents randomly chosen. The results showed that the estimation degree of managers in public governmental o
