Personalism emerged in a historical era in which the world, Europe and France were witnessing the end of a civilizational era that extended from the end of the Middle Ages until the beginning of the twentieth century, characterized by being capitalist in structure, liberal in method and bourgeois in values. Personalism came not only as an attempt to respond to a new era witnessing the birth of a new civilization whose features are still vague, but also as a response to the materialistic and existentialist Marxist school, which defined its ultimate goal as remaking the (Renaissance). Personalism originated with the French thinker (Charles Renouvier) in the late nineteenth century, but it did not witness its true revolution until the French philosopher (Emmanuel Mounier) who developed this idea and gave it a personal character that is consistent with lived reality and proceeds from it.

The implementation of decentralization in Iraq was asymmetrical, leading to different forms and paces of implementation. Comparing four cases of Basra, Kirkuk, Nineveh, and Sulaymaniyah indicate that these cases differ in their political stability and autonomy in a way that led to a different forms of decentralization. This research investigates the impact of Iraqi politicians' utilization of Twitter as an interactive media tool to communicate their positions and perspectives on political events. Twitter has become a significant platform for dialogue and interactive discussions. The survey method, specifically the descriptive approach, was employed to answer research questions and achieve objectives. A sample of 100 Iraqi Twitter users was selected, considering demographic variables such as gender, age, and educational background, during the period from September 15 to October 1, 2022.
