تعد الحوكمة من المداخل التي نالت اهتمام العديد من الباحثين والدارسين في مجال الإدارة والسياسة بوصفها إحدى الفلسفات السائدة والمرغوبة في الفترة الحالية , وأصبح ينظر إليها دواء لجميع الامراض التي تعاني منها الأجهزة الإدارية عموماً بالأخص العامة منها . وقد ارتبط هذا المفهوم بمفاهيم إعادة التنظيم Reforme والاصلاح الإداري المجه لتحسين كفاءة وفاعلية أداء تلك الاجهزة وبما ينعكس على مجمل السمات والمميزات التي تتعلق بالخدمة وفاءً بإحتياجات المستفيدين الظاهرة والكامنة , كما حظيت مجموعة الخصائص المكونة لهذا المفهوم بمستوى كبير من الاهتمام لكونها ارتبطت ارتباطاً وثيقاً بعملية تحقيق أهداف المنظمة وضمان نجاحها في ظل البيئة التنافسية المتغيرة , وقد ظهرت لهذا المفهوم العديد من النماذج اختلفت بحسب المجال الذي تطبق فيه والهدف المراد تحقيقه , ويمثل هذا البحث محاولة لمعرفة مدى التصور الواضح لدى الإدارات العليا في وزارة التعليم العالي والبحث العلمي عن الحوكمة واهميتها وعن خصائصها الواجبة التطبيق واهم نظرياتها ونماذجها , مما ينعكس بدوره على تعزيز قدرة الوزارة وتشكيلاتها على البقاء والنمو والمنافسة ,يهدف البحث الحالي إلى تحديد مفهوم وخصائص واهمية الحوكمة في المنظمة العامة ,واستعراض اهم نظرياتها ونماذجها في مجال التعليم العالي مع محاولة وضع نموذج لحوكمة التعليم العالي العالي في العراق , لقد اعتمد البحث الحالي على الأسلوب التحليلي الوصفي بهدف التعرف على ملامح هذا المدخل من الجانب النظري , وأخراً توصل البحث إلى مجمموعة من الاستنتاجات والتوصيات .

The developed financial infrastructure is one of the most important elements for achieving stable financial system in a country. The importance of developed financial infrastructure comes from its role in create economic and financial context attractive for foreign investments. The letters are exposed in some texts of the classical Arabic language (poetry or prose), or in some of the Qur’anic texts, which are the main sources that were adopted on the day when provisions, rules and linguistic controls were established. I say that some of these letters are exposed in some contexts to deletion, mention, or change in the structure and shape of the letter. As for the omission, it is one of the aspects that distinguished Arabic, as well as other languages, for many purposes that differ among their user.
This research aimed to identify the structural model of the relationship between emotional creativity and self-efficacy among male and female students of the preparatory year at Tabuk University. The current study adopted the descriptive correlational approach, as it is appropriate to the nature of the study. Through this descriptive study of the image of the Islamic Republic of Iran in the independent Iraqi press, the researcher relies on surveys, content analysis, and observation tools. The research community selected was the Iraqi independent press, represented by the Al-Zaman, Al-Dustour, and Al-Mada newspapers. The researcher adopts the comprehensive inventory method for newspaper issues produced between October 2019 and January 2020.
The results of this study show that Iran's interference in Iraq's internal affairs was one of the most prominent components of the picture that independent Iraqi newspapers seek to paint about the Islamic Republic of Iran.
The aim of the study was to know the factors analysis of scale Bar-On & Parker, post analysis is found fourteen factors for the first degree of the scale. Also we extracted five factors from the second degree.
