    من الحوادث النازلة في مدينة الموصل الحدباء مسالة الرواتب المدخرة خلال فترة سيطرة داعش على المدينة، وقد كثر سؤال الناس عن حكم الزكاة فيها، وتعددت الآراء في ذلك، وللوصول الى راي مختار ارتأيت ان اخص هذه الحادثة ببحث صغير، اعرض فيه لحقيقة هذه الرواتب، واراء المذاهب في زكاة الاموال الخارجة عن يد مالكها.

   وقد بنيت هذا البحث على ثلاثة مباحث.

1. تبين إنّ مصطلح (المدنية) حديث ؛ لكن جوهره القرآن الكريم؛ لأن القرآن الكريم قد دعا في كل آياته إلى بناء الدولة المدنية التي أساسها العدل والمساواة , وهذا ما أثبتناه في متن البحث .
