يُسلط البحث الضوء على الدور الجيواستراتيجي للمرأة في مجالي الإغاثة والتنمية ضمن نظام الحوكمة الصحية الدولية، متخذاً من منظمة الصحة العالمية (WHO) أنموذجاً تحليلياً لتقييم فاعلية العمل الإنساني. تنطلق الدراسة من إشكالية "المفارقة الهيكلية"؛ ففي حين تُشكل المرأة (70%) من القوى العاملة وتمثل فاعلاً محورياً وعنصراً حاسماً لامتصاص الصدمات ومنع تفكك النظم المجتمعية في بؤر الأزمات المعقدة (كما أثبتت النماذج في غزة، اليمن، إيبولا، وإيطاليا)، إلا أنها تصطدم بـ "سقف زجاجي" وتحديات مؤسسية وأمنية تُحجم وجودها في دوائر صنع القرار السيادي. ويخلص البحث، عبر الدمج بين التأصيل النظري للسياسة الدولية والاختبار الواقعي، إلى أن تفكيك هذه القيود وتمكين الكفاءات النسائية قيادياً لم يعد مجرد مطلبٍ للإنصاف الوظيفي، بل أضحى "ضرورة أمنية دولية" وحجر الزاوية لضمان استدامة السلم والأمن الصحي العالمي تنطلق الدراسة من إشكالية "المفارقة الهيكلية"؛ ففي حين تُشكل المرأة (70%) من القوى العاملة وتمثل فاعلاً محورياً وعنصراً حاسماً لامتصاص الصدمات ومنع تفكك النظم المجتمعية في بؤر الأزمات المعقدة (كما أثبتت النماذج في غزة، اليمن، إيبولا، وإيطاليا)، إلا أنها تصطدم بـ "سقف زجاجي" وتحديات مؤسسية وأمنية تُحجم وجودها في دوائر صنع القرار السيادي. ويخلص البحث، عبر الدمج بين التأصيل النظري للسياسة الدولية والاختبار الواقعي، إلى أن تفكيك هذه القيود وتمكين الكفاءات النسائية قيادياً لم يعد مجرد مطلبٍ للإنصاف الوظيفي، بل أضحى "ضرورة أمنية دولية" وحجر الزاوية لضمان استدامة السلم والأمن الصحي العالمي.
