The value of time out as a time not count of official time form the game like four periods and extra time also it considered a great interest if used well thru the game , the importance of this problem is not using well the time out and when the coach ask for time out and how to invest this time legally to make good results also there is no observing system as the researcher see gives the reality image that the coach is successful lead the game when he takes time out . The goals of research that knowing on numbers of time out for excellent teams in Iraq (first &second) stages and putting special inventory reverse reality of asking time out (positive &negative) on playing basketball , the hypothesis of research that tell the time out effect positively on playing especially ( second stage ) . The researcher used description method in surving style , the sample were 9 teams after qualifiers from 23 teams from excellent degrees 2009 , the researcher put inventory to value the effect time out on playing , there is several conclusions ( not invest time out un taken properly in two stages from coaches in excellent league were numbered 248 from 621 , and there is negative effect on playing in basketball for second stage that held in Baghdad also here is no continues valuation of time effect on playing because there is no observation sheet for coaches.

In Iraq, more than 1031 school projects have been halted due to disputes and claims resulting from financial, contractual, or other issues. This research aims to identify, prioritize, and allocate the most critical risk factors that threaten these projects’ success for the duration (2017-2022). Based on a multi-step methodology developed through systematic literature reviews, realistic case studies, and semi-structured interviews, 47 risk factors were identified. Castor oil Nanoemulsions were subedit in various ratios including castor oil, ethanol, tween 80, and deionized water by using ultrasonication. Thermodynamic, centrifugation, PH, assay which improved that the formula of 10 ml of castor oil, ethanol 5ml, tween 80 (14 ml) and deionized water 71ml was more stable than other formulas.
