الملخص ان حق الملكية هو الحق الاوسع نطاقا يمنح صاحبه صلاحية ممارسة السلطات كافة ويكون محل هذه السلطات كل ما يملك الشخص سواء كان شقه او طبقة اسوة بالعقارات الاخرى كدار للسكن او ارض ، ومن اهم هذه السلطات واوسعها نطاقا ( هو سلطة التصرف ). تعد هذه السلطة جوهر حق الملكية وأخطر السلطات الممنوحة للمالك كونه بواسطتها يمكنه الاستغناء عن ملكه بأي تصرف ناقل له كالبيع أو الهبة او الوصية مثلا ، ولأهمية هذه السلطة وخطورتها وفرت التشريعات القانونية اقصى درجات الحماية لها ، و تمنح سلطة التصرف لكل مالك عقار أيا كان نوعه ارضاً ، داراً سكنية ، عمارة ، شقة او طبقة داخل عمارة . Summary: The right of ownership is the broadest right that gives its owner the authority to exercise all powers, and the place of these powers is everything that a person owns, whether it is an apartment or a floor, similar to other real estate, such as a house for housing or land, and one of the most important and broadest of these powers, is the power of disposal. This authority is the essence of the right of ownership and the most dangerous powers granted to the owner, because by it he can dispense with his ownership by any act that transfers it to it, such as a sale, gift or will, for example. This research has taken to the knowledge of the scope of applying the international specification of (ISO 10015) which is regarded to training by the Iraqi ministry of municipalities and public works ,in order to determine its training quality .By using the checklist made based upon the items of the specification ,after translating the English copy into Arabic ,which takes the indications of training depending on qualitative bases.
