The research attempts to diagnose the level of the effect of human resources flexibility (employees skills flexibility, employees behaviors flexibility, and human resource practice flexibility) in the south al-rusafa directorate of a power station one of the formations and the Ministry of Electricity, and impact of a range of variables related to the performance operational, namely, (efficiency, effectiveness)recognizing the importance of the subjects studied,& because of the importance of expected results of the field under consideration,researcher selected a sample of size (121) engineers and technicians of workers in the directorate. Was my hypotheses the major search of a relationship and impact between human resources flexibility and operational performance, conducted the analysis depending on the number of statistical tools to validate these hypotheses, including the correlation coefficient rank (Spearman) and method (Structural Equation Modeling)to determine the relations of influence, the research results indicate that the the three dimensions of human resources flexibility have a positive impact on operational performance and this is what supports the statistical formulation of the research assumptions.the search recommends that the directorate should aware & the focus of the research sample which show the interest of human resource flexibility ( employees skills, employees behaviors, and human resource practice), which considers (the black box) for strategy human resources management, to improvement achieve efficiency and effectiveness in the operational performance of the work of the directorate by increasing the operating hours.

The steel jetty selected for strengthening is in Baghdad city, over Tigris River, consists of 55 short spans, each of approximately 4 meters and one naviga-tional opening of 12 m. The bridge is 224 meters length and 8 meters in width. The strengthening system was designed to remove overstresses that occurred when the bridge was subjected to abnormal loads of 380 tons. This research concerns study the crack growth in the wall of pipes made of low carbon steel under the impact load and using the effect of hygrothermal (rate of moisture 50% and 50℃ temperature). The environmental conditions were controlled using high accuracy digital control with sensors. The pipe have a crack already.
