The Decision Making Process (DMP) is considered the vital from the point of view intellectuals.  That is because of its effect on performance and the level of productivity of the workers in any organization. Abstract

The economic entities view about human resources has been changed from traditional view based on the resources as one of production factors required for achieving the activities that lead to create products in turn for financial substitute embodied in wages, toward contemporary view consider human resources the most important richest investments, a real source for continuing, developing, and achieving competitive advantage for the entity.

The civil war in Seralion is considered as complex model of internal
conflicts in Africa because link to crises have relation to political, economical ,
social and cultural conditions, which were infected by disability and paralysis
in function performance, and what have effect on Seralion's relation
internationally or regionally.
In this research discussed three parts, the first is the factors of rise civil
