The public budget under terrorism

تعرض بلدنا العراق الى أقسى الهجمات الإرهابية التي أثرت بشكل مباشر وغير مباشر في النواحي المالية و الاقتصادية وبرز هذا التأثير في وسيلة الدولة لإدارتها المالية و هي الموازنة العامة التي تحمل في طياتها توقعات الدولة الانفاقية و قنواتها الايرادية ومن أهم هذه التوقعات هي ما تنتجه  العمليات الإرهابية وما تخلفه من تبعات وخسائر بشرية ومادية ومعنوية، مقدرة بشكل مالي ومبالغ نقدية .

وتصدي  الدولة في هذه المنازلة اقتضى منها ان ترجح كفة الدفاع و مكافحة الإرهاب  وتمويل الأسلحة و المعدات الحربية ،الذخائر من جهة وحماية المواطنين وسد احتياجاتهم نتيجة أحداث النزوح و التهجير والعمليات الحربية وفقدان الأرواح و الإصابات والإعاقات وتوفير المستلزمات المعيشية و المخيمات وتهيئة المواد الطبية و الأدوية والعديد العديد مما تحمله في طيات وويلات الحروب من جهة أخرى .

وهنا تطرح التساؤلات آلا يحتاج كل ما سبق إلى إيرادات، و أموال لتوفيرها، وما هو شكل ومضمون الموازنة العامة  كيف تتحمل مالية الدولة وكيف تكيف أوضاعها مع هذه الظروف الاستثنائية ،وتنظم مواردها عبر التخطيط الملائم لها .

 اذ طرأت العديد من القنوات الانفاقية في الموازنة العامة و المستجدة و التي أثقلتها و التي استوجبتها المرحلة الطارئة و المريرة ، لذا سنحاول في هذا البحث المتواضع ان نلقي نظرة على الأعباء التي تواجهها مالية و موازنة الدولة ،وما تحملته من أوزار هذه المرحلة وما ستتحمله في المستقبل كتداعيات و أثار .

Estimation of the Standard Atmospheric Earth Model Parameters at 86 km Altitude

     Utilizing the Turbo C programming language, the atmospheric earth model is created from sea level to 86 km. This model has been used to determine atmospheric Earth parameters in this study. Analytical derivations of these parameters are made using the balancing forces theory and the hydrostatic equation. The effects of altitude on density, pressure, temperature, gravitational acceleration, sound speed, scale height, and molecular weight are examined. The mass of the atmosphere is equal to about 50% between sea level and 5.5 km. g is equal to 9.65 m/s2 at 50 km altitude, which is 9% lower than 9.8 m/s2 at sea level. Studying the Flux Density of Bright Active Galaxies at Different Spectral Bands

Statistical studies are reported in this article for an active galactic nuclei sample of different type of active galaxies Seyferts 1, Seyferts 2, and Quasars. These sources have been selected from a Catalogue for bright X-ray galaxies. The name of this index is ROSAT Bright Source Catalogue (RBSC) and the NRAO VLA Sky Survey (NVSS). The Classical Continuous Optimal Control for Quaternary Nonlinear Parabolic Boundary Value Problems

In this paper, our purpose is to study the classical continuous optimal control (CCOC)  for quaternary nonlinear parabolic boundary value problems (QNLPBVPs). The existence and uniqueness theorem (EUTh) for the quaternary state vector solution (QSVS) of the weak form (WF) for the QNLPBVPs with a given quaternary classical continuous control vector (QCCCV) is stated and proved via the Galerkin Method (GM) and the first compactness theorem under suitable assumptions(ASSUMS). Furthermore, the continuity operator for the existence theorem of a QCCCV dominated by the QNLPBVPs is stated and proved under suitable conditions.

The morphological analysis of crystalline methadone: a novel combination of microscopy techniques

The aim: to evaluate combined microscopy techniques for determining the morphological and optical properties of methadone hydrochloride (MDN) crystals. Materials and methods: MDN crystal formation was optimized using a closed container method and crystals were characterized using polarized light microscope (PLM), scanning electron microscopy (SEM) and confocal microscopy (CM).
