The importance of the independence of the Iraqi State Council

The State Council is always the trusted advisor to the administration in matters emerging, and the trusted repository of its secret. It assists the administration in the process of developing the appropriate formula for draft laws, regulations, and instructions, in order to make them lead to their intended goal, through its advisory function.

    He is rightly considered the symbol of administrative justice and its faithful habitat. With what it lays down the principles of legality, and with its prestige, strength, integrity, and well-established traditions, it can always confirm the guarantee of its aspired independence, and that the rule of law has a tool for its advancement, not separated from its conscience, but rather interacting with it. To guarantee its advancement to broader horizons than upholding the values ​​of truth and the elevation of the word of law.

   He is the government's advisor and the drafter of its legislation. He carries out judicial oversight over the administration's actions if the rights and freedoms of individuals are abused, until the State Council has become the bulwark of legality and the protector of rights and freedoms.

Effect of Fiber Volume on The Flexural Strenght of Steel Fiber Reinfored Polyester Resin Composite

The aim of this study is to determine the flexural properties of steel fiber as a metal fiber and polyester resin as a matrix. The steel fibers were added to polyester resin at the various fiber volume fractions of 5, 10, and 15% steel fiber, and with different fiber orientations such as woven steel fiber type (0-45) ° and woven steel fiber type (0-90) ° indicate. Influence of Some Additives on the Efficiency of Viscosity Index Improver for Base Lubricating Oils

The effects of three different additives formulations namely Lubrizol 21001, HiTEC 8722B and HiTEC 340 on the efficiency of VII namely OCP of three base lubricating oils namely 40 stock and 60 stock and 150 stock at four temperatures 40, 60, 80 and 100oC were investigated. The efficiency of OCP is decreased when blended with 4 and 8 wt% of Lubrizol 21001 for all the three base oil types. But it is increased when adding 4 wt% and 8 wt% of H-8722B in 40 stock. While for 60 stock and 150 stock the OCP efficiency decreased by adding 4 and 8 wt% of H-8722B.    In this research the effect of grain size and effect of La2O3 doping on densification  rate for the  initial and intermediate  stages of sintering were studied .The experimental results for α – cristobilite powder are modeled using ( L2-Regression ) technique in studying  the effect of grain size and La2O3 doping using  three particles size (6.12, 8.92, 13.6 ) µm, with undoped  initial powder and with La2O3 doping . EFFECT OF STEEL FIBERS ADDITION ON THE BEHAVIOR OF HIGH STRENGTH CONCRETE CIRCULAR SHORT COLUMNS

of 24 short reinforced concrete columns with and without steel fibers was carried out. The columns
had a circular section (200 mm diameter and 900 mm long). Test variables include concrete
strength, spacing of spiral reinforcement, and inclusion of steel fibers. The axial stress and axial

Determination of flow units of Yamama Formation in the West Qurna oil field, Southern Iraq

The major objective of this paper is to recognize the flow units of Yamama Formation in the west Qurna oil field, south of Iraq. To attain this objective, four wells namely, WQ-23, WQ-148, WQ-60, and WQ-203 are selected and analyzed. The two techniques hat proposed by some scientists to identify flow units are tested and verified. Results are also enhanced using well logs interpretation and the flow areas are proposed through the studying of the behavior of different well logs.
