The aim of the research is to present and discuss the subject of the budgeting estimates and how to activate the role of the Federal board of supreme audit in examining these estimates through reference to Articles 6 and 10 of the Federal board of supreme Law, which did not restrict Federal board of supreme in Preventive control on examination process for planning which is prepared from the government units, as the result of a large amount  of government units Provisions and the weakness of estimates in most of its items, which rely on personal assessment and not based on scientific and logical basis of the estimate, which leads to the emergence of a deficit is not true in the general budget and this seems clear in most Iraq

Nowadays, the adoption of economic unity on the accuracy of financial reporting is very important. In this article, an inverse problem of finding timewise-dependent thermal conductivity has been investigated numerically. Numerical solution of forward (direct) problem has been solved by finite-difference method (FDM). Whilst, the inverse (indirect) problem solved iteratively using Lsqnonlin   routine  from MATLAB. Initial guess for unknown coefficient expressed by explicit relation   based on nonlocal overdetermination conditions and intial input data .The obtained numrical results are presented and discussed in several figures and tables. These results are accurate and stable even in the presense of noisy data.

      The aim of this study is to investigate the response of the Ionospheric E- region critical frequency f_oE and virtual height h’E parameters to the solar cycle 22 over Baghdad city (latitude 33.3˚N, longitude 44.4˚E). Both parameters display a high relationship with the sunspot relative number within the ascending and descending phases of the solar cycle.
