The importance of a Technical Assistance Contract is coming as a means of one of transfer knowledge ways of technology from the party that knows it, to the party that does not know it, So it was considered as one of the most important requirement to develop countries and there subsidiaries projects, by this contract, these countries are able to absorb transferee technology knowledge and adapted according to local environmental conditions.

The oil exports play a vital role in supporting economic development and raise the economic growth. The oil exports can increase the economic growth via three main channels which are supporting the productive, distributive and service sectors; increasing the investment and capital formation; and increasing the employment rate.

However, the oil exports did not have an important role in increasing the economic growth in Iraq. Therefore, it also did not provide the required support to other economic sectors, neither participated in increase the employees’ skills nor increase the investment rate.      This study aims at discussing how gender differences might affect communication among people. For this purpose, several TV interviews are selected and examined on the discourse level. Developing a model of analysis ,is found that certain linguistics have been used by male speakers ,whereas  different aspects have been utilized my female speakers like deictic expressions and lexical items of emotion and delicacy .
