تعد مشكلة الضبابية في انجاز المشاريع وبخاصة مشاريع االبنية من المشاكل المهمة التي ينبغي وضع حلول مناسبة لها بغية الحصول على مشروع متكامل وناجح وضمن المواصفات القياسية المطلوبة من خالل االلتزام بوقت االنجاز واستثمار الموارد المتاحة للجهة المنفذة للمشروع افضل استثمار ، ان هذه المشكلة ناتجة عن معلومات او بيانات غير واضحة تعاني من الغموض او بسبب وجود نقص فيها سواء كانت متعلقة بوقت او بتكلفة انجاز المشاريع له

The aim of the study is to study the quality of services in a sample of the municipalities of Baghdad governorate and identify the deviations in their operations and provide solutions to address the causes of deviations. The research field aims at the same activity related to municipal services and their quality and analysis using some tools for continuous improvement to identify the authorities responsible for the delay and quality of services. In linear regression, an outlier is an observation with large residual.  In other words, it is an observation whose dependent-variable value is unusual given its values on the predictor variables. An outlier observation may indicate a data entry error or other problem.

An observation with an extreme value on a predictor variable is a point with high leverage. Leverage is a measure of how far an independent variable deviates from its mean. These leverage points can have an effect on the estimate of regression coefficients.

Robust estimation for regression parameters deals with cases that have very high leverage, and cases that are outliers. Robust estimation is essentially a
