The organization uses many techniques and methods to ensure that they will succeed and adapted with velocity change in the internal and external environment by decision taking, especially strategic decisions.

Strategic decisions are very important for organization success because it can predict the future and deal with uncertainty, in this circumstances they need accurate and comprehensive information to make effective strategic decision.

To achieve that purpose it must owned successful Strategic Information System ( SIS ) and determined the critical success factors for this system ,which can assisted the worker to focus on the important activities to develop it.

ABSTRACT

This research aim to measure the critical success factors for total quality management applications, in order to know the key and important role played by these factors at applying the total quality management through a comparative study conducted in a number of a private colleges.

The research problem posed a set of questions, the most important ones are: Are the colleges (sample of research) aware of the critical success factors at applying the total quality management? بفضل التقدم الذي حصل في الحاسبات في العقد الأخير والذي انعكست آثاره على البرامج الجاهزة اعتبرت المشكلة التي في حدود بضعة آلاف من المتغيرات والقيود من المشاكل الصغيرة إذ تم حل مشاكل بعشرات الآلاف أو مئات الآلاف من المتغيرات المستمرة حلا مناسبا.وبفضل التقدم التكنولوجي للحاسبات وسرعة معاملتها للبيانات والمعادلات تم بناء برامج جاهزة لأساليب بحوث العمليات ومعالجة المشاكل الإدار

This study Concentrates on modern variable in the human resources management that is Core Competency.

The field study is two of Public organizations, The first is Educational Baghdad Hospital, the other is the state Company for Batteries industry, the problem of the study determincs some questions and hypotheses. The data was Collected by questionnaire which Contains six Core Competences leader ship, Communication, frontline execution, development, innovation and self management .

Transportation problems are considered as a type of operation research problems. In fact, they deal with scheduling transportation of goods from their source to delivery sites in the minimum cost.
