ملخص البحث

العولمة ظاهرة اقتصادية سياسية اجتماعية لها انعكاساتها المختلفة على المجتمعات وعلى منظمات الأعمال في مختلف دول العالم، هذه الظاهرة أدت إلى المزيد من النتائج التي زادت منظمات الأعمال في الدول الغنية غناً وزادت منظمات الأعمال في دول العالم الثالث فقر، وقد ترتب على ذلك نتائج ايجابية لدى المجتمعات الغربية والمؤتلفة معها بسبب سيطرة منظمات الأعمال في تلك الدول على الأسواق في البلدان النامية نتيجة التحالفات الستراتيجية وكثرة عمليات الاندماج وفي ذات الوقت انعكس الأمر سلبا على منظمات الأعمال في البلدان النامية بسبب ضعف قدرتها على المنافسة بسبب انفتاح الأسواق ودخول المنظمات العالمية العملاقة الأمر الذي جعل تلك المنظمات الصغيرة تراوح في مكانها لا بل وتنطوي على نفسها وتتحول ستراتيجيتها من النمو والتوسع إلى محاولة البقاء والاستمرار، والأمثلة كثيرة على تلك المنظمات التي أفلست وأغلقت أبوابها بسبب تخلف التقانة التي تستخدمها، وتخلف إدارتها وقلة رؤوس الأموال التي تستخدمها مقارنة مع مثيلاتها في الدول الغربية (راعية العولمة)، وهنا برزت مسالة حاضنات الأعمالBusiness Incubators إذ بدأت تلك المنظمات الصغيرة والمتوسطة تفكر وتبحث عن من يقدم لها العون والمساعدة سواء كان ذلك من قبل حكومات تلك البلدان التي تعمل فيها كتوفير الحماية القانونية لمنتجاتها أو تقديم الدعم المالي والضريبي لها لتتمكن من مجاراة المنظمات القادمة من خارج البلاد، أو ممكن ان يقدم لها الإسناد من جهة وطنية أو منظمة كبيرة من داخل البلد لمساعدة تلك المنظمات الصغيرة أو المتوسطة على البقاء والاستمرار والتطور، ان عدم وجود إسناد أو دعم لتلك المنظمات سيحتم عليها الانسحاب من السوق وبالتالي يؤدي ذلك إلى تدهور اقتصادي للبلد ومزيد من الفقر وقلة فرص العمل وأثار سلبية كثيرة على مجتمعات العالم الثالث وقد أظهرت الدراسة بان هناك أثار واضحة لظاهرة العولمة خلاصتها ان وجود هذه الظاهرة وانتشارها في الأسواق العالمية أدى وبشكل كبير إلى إلحاق الضرر بمنظمات الأعمال في العالم الثالث مما جعل من الضروري ان تحتضن تلك المنظمات بهدف إنقاذها من الانهيار.

Abstract

 The objective of image fusion is to merge multiple sources of images together in such a way that the final representation contains higher amount of useful information than any input one.. In this paper, a weighted average fusion method is proposed. It depends on using weights that are extracted from source images using counterlet transform. The extraction method is done by making the approximated transformed coefficients equal to zero, then taking the inverse counterlet transform to get the details of the images to be fused. The performance of the proposed algorithm has been verified on several grey scale and color test  images, and compared with some present methods.

The Iraqi Government had used all Possible methods of financing the fiscal deficit according to the economic and Political Circumstances at the time. It had borrowed from abroad during the 1980_s. The examination involves surveying a randomly selected sample from the University of Baghdad’s professors, particularly from the colleges of Education for Women, Arts, and Sciences.
