This research is entitled (civil society in Islamic political thought) which is an intellectual approach with theories of governance in Islam) to be as an attempt to clarify the confusion between mandatory and governorship text basis, and the extent of the nation’s movement within the framework of guiding to translate requirements of the responding towards the civil state project through civil visions according to the Islamic perspective.

      In other words, It is the relationship of man and society in one hand and with an authority with other hand , according to an attempt vision that is to emphasize that Islamic religion can manage modern society and can prove legal philosophical reason

The scholars differed very much in determining the grammatical doctrine of Ibn Qaysan. Any survey for the reality of the higher education in Iraq would show the defects that the education suffers from, especially those connected to the role of the college teacher.  Concerning teaching styles, they are still those common traditional ones, with clear negligence of the developed technological styles. As for the scientific research, it is very rare to find researches that deal with social problems. It is clear that there is an almost a total separation between universities and social organization.

Therefore, the current study aims at identifying the extent to which the teachers of the colleges are performing their role in the educational, scientific, and social services domains thoroughly.

The current research aims to answer the following questions: what is the substance of democracy? What is the content of a democratic society? What is the role of university professor in the democratic development of the student university in light of the new Iraqi society? In order to achieve the goals of the research, the researcher developed an a questionnaire based on literature, Iraq's draft constitution in 2005, and his experience of the field of teaching human rights and public freedoms and the teaching of democracy. It was applied to a sample of faculty members in Department of Education and Psychology / College of Education / University Baghdad for the year 20014 were obtained their answers were then processed statistically.
