One of the most important problems of Iraqi construction projects is the cost variances, so it is important to identify the problems and shortcomings that cause poor cost control. Through the utilization of questionnaires, the study evaluated how project costs were managed and reported. The six tablets presented here were returned to Iraq by the Jordanian authorities in 2008 and are now housed in the Iraq Museum.1 They date from the Third Dynasty of Ur (2112–2004 B.C.), from AS 9 to IS 2. The tablets record expenditures (zi-ga) of gold and various food items such as bread, fish, soup, beer, and meat. These food supplies were provided primarily as rations for royal messengers (lu2-kiĝ2-gi4-a lugal) on their journeys from cities such as Dēr, Adamdun, and Simaškum to the king’s residence.
