In this research , we tried to identify the meaning empowerment in the development literatures , and inquire the most enabling prominent actions to promote women , as we considered the most important international conferences that take up the subject of women's empowerment .
In the context of research on the subject of empowering women to occupy leadership positions , we tried to diagnose the target of the empowerment , and we clarify the correlation between human development and empowerment of women , also the research touched on the decision (1325) issued by the United Nations , which includes provisions regarding the importance of women participation at all levels in the process of decision-making .
We realized that there are social , cultural and political challenges and stereotypes molds crisis encapsulating the reality of women in Iraq .
So , she needs enable that moves toward the psychological inside to improve her perceptions about herself , and another external that moves towards improving the society perceptions about her.
We have reached a number of recommendations and proposals to change the reality of women to reach a better and brighter reality by the means of education , and raise society awareness of the importance of women's status and her role in society , and instill self-confidence of women in order to be conscious of her rights and have ability to claim those rights .

The paper deals with claims in construction projects in Iraq and studies their types, causes, impacts, resolution methods and then proposes a management system to control the impacts of claims. Two parts have been done to achieve the research objective (theoretical part and practical part). The findings showed that the main types of the claims are extra work claims, different site condition claims, delay claims and the main causes of the claims are variation of the orders, design errors and omission, delay in payments by owner, variation in quantities and scheduling errors. The study of the dynamic behavior of packed distillation column was studied by frequency response analysis using Matlab program. A packed distillation column (80 mm diameter) (2000 mm height) filled with glass packing (Raschig Rings 10mm), packing height (1500 mm) has been modified for separation of methanol-water mixture (60 vol%). This paper proposes a new method to tune a fractional order PID controller. This method utilizes both the analytic and numeric approach to determine the controller parameters. The control design specifications that must be achieved by the control system are gain crossover frequency, phase margin, and peak magnitude at the resonant frequency, where the latter is a new design specification suggested by this paper. These specifications results in three equations in five unknown variables.
