يتكون العالم ، أنذاك ، من دارين  - دار الإسلام حيث الأقاليم الإسلامية ودار الحربوهي بلاد المشركين الذين لا صلح بينهم وبين المسلمين ⁽¹⁾ ، أي ما خضع للعدو ضمن حدود سيادته ،  ولكن عندما يحتفظ أهالي البلاد المفتوحة صلحاً بحقوق ملكية الأرض فأنه ،على رأي الماوردي ، يصبح خراجهم جزية ولا جزية على رؤوسهم⁽²⁾ ولهم حرية تبايع أرضهم فيما بينهم أو بيعها للمسلمين أو لأهل الذمة ⁽³⁾  . ولا يمكن أن تعد أرضهم

تشكل الأخطار منذ القدم عائقا مهما أمام تقدم البشرية وتطورها وقد واجه الانسان منذ ان وجد على الكرة الارضية اخطارا مختلفة فالمخاطر الطبيعية كانت ولا زالت تهدد حياته وممتلكاته ، وقد كان ايضا لتقدم العلوم والتكنولوجيا ان تنوعت وازدادت المخاطر التي تواجه هذا الانسان فهو اليوم يعاني من اخطار الطاقة النووية وسقوط المركبات الفضائية والتلوث البيئي والاحتباس الحراري واخطار لم يسمع بها سابقا .

It is necessary for police agencies both in the United States and elsewhere in the world to have rapid intervention units that carry out special tasks that regular police cannot handle, such as carrying out search warrants and arresting dangerous criminals, Armed robbery, release of hostages, terrorist incidents, mentally disturbed persons, and other special missions. They are supposed to be well trained, highly self-confident; working together, self-disciplined, and use the force to deal with the special situations they may face. In this paper, we consider the problem of stochastic project network when some or all activities are interrupted. An approach has been built to schedule the critical activities, by constructing some expressions based on the project lateness costs due to the interruption activities. Two simple example are presented to validate our approach.
