Abstract This study examines the patterns of women's participation in foreign policymaking and analyzes the extent to which their integration into diplomatic institutions contributes to strengthening the effectiveness of foreign policy decision-making. It focuses on the institutional and administrative frameworks that have facilitated women's access to diplomatic leadership positions and decision-making processes within ministries of foreign affairs and other foreign policy institutions.The study assumes that the effectiveness of women's participation is determined not merely by their numerical representation but by the extent to which such participation is supported by institutional reforms founded on merit, transparency, and professional competence. To achieve its objectives, the study employs descriptive-analytical and comparative approaches 3251 to examine selected international experiences from both advanced and emerging countries, including Sweden, Finland, Canada, India, Rwanda, and Mexico. The findings indicate that the success of women's integration into foreign policy institutions depends primarily on institutional capacity, merit-based recruitment, transparent promotion systems, and sustained administrative reform rather than on numerical representation alone. The study further concludes that greater participation has contributed to improving institutional performance, diversifying policy perspectives, and strengthening diplomatic engagement in areas such as peacebuilding, international cooperation, and sustainable development, without fundamentally altering the strategic objectives of national foreign policies.
Numerous research studies have been conducted on why some learners acquire a second language more easily and quickly than others. Most of these studies have demonstrated that acquiring a second language does not depend only on learners’ cognitive ability or professional teaching strategies. The learning language process is more complicated than that. It is affected by crucial factors that are beyond the control of learners and teachers.
