The development of a reversed phase high performance liquid chromatography fluorescence method for the determination of the mycotoxins fumonisin B1 and fumonisin B2 by using silica-based monolithic column is described. The samples were first extracted using acetonitrile:water (50:50, v/v) and purified by using a C18 solid phase extraction-based clean-up column. Then, pre-column derivatization for the analyte using ortho-phthaldialdehyde in the presence of 2-mercaptoethanol was carried out. The developed method involved optimization of mobile phase composition using methanol and phosphate buffer, injection volume, temperature and flow rate. This research is trying to study the Intellectual political structures of the Open Society according to British Thinker –with Austrian origin- Karl Popper (1902-1994). In First Axe we dealt with the context of Open and Closed society in the Popper's thought. While in the Second Axe we studied the Utopian and graduated Engineering. Finally in the third Axe  for the Rationalism, Freedom, Individualism, and the Democracy of Equality. 

Any survey for the reality of the higher education in Iraq would show the defects that the education suffers from, especially those connected to the role of the college teacher.  Concerning teaching styles, they are still those common traditional ones, with clear negligence of the developed technological styles. As for the scientific research, it is very rare to find researches that deal with social problems. It is clear that there is an almost a total separation between universities and social organization.

Therefore, the current study aims at identifying the extent to which the teachers of the colleges are performing their role in the educational, scientific, and social services domains thoroughly.
