This research  aims to reform the Iraqi public budget through going into the challenges the budget faces in applying item-line budget in its preparation, implementation and control; which encourage extravagance and waste instead of rationalizing expenditures. This  is shown in the data analysis of Federal public budget laws in Iraq for the years from 2005 till 2013; there was a continuous increase in the aggregate public expenditures in the public budget for the years previously mentioned, as the public expenditures growth has reached into the percent 284.71% in 2013. This research considers the preservation of environment through recycling old toys. This is achieved by transforming the old toys into educational clothing accessories for kindergarten stages. The research methodology adapts both descriptive and applied approaches. The research questionnaire targeted a sample of 35 teachers to collect information about the waste toys in kindergarten. Also, another sample of 30 teachers and mothers were targeted to measure the suitability of the clothing designs for the early childhood stages. Many extracted material were used as mouthwash to settle different kinds of oral fungi and bacteria. In this study an extractive of Cyperus rotundus plant E.C.R. which is very active as a mouthwash, was used in concentration range (10-25) ppm in artificial saliva at pH=6.4 and temperature range (288-318) K, to study it’s inhibitory effect on the corrosion of dental amalgam. Potentiostatic and cyclic polarization were used to follow this study.
