The main problem of this research is the delay of implementation of the investment plan projects for the period (2013-2016) and the weakness of the staff ability in the ministries and they don’t have the sufficient experience to carry out the implementation process.

In this study, three strengthening techniques, near-surface mounted NSM-CRFP, NSM-CFRP with externally bonding EB-CFRP, and hybrid CFRP with circularization were studied to increase the seismic performance of existing RC slender columns under lateral loads. In this paper, the error distribution function is estimated for the single index model by the empirical distribution function and the kernel distribution function. Refined minimum average variance estimation (RMAVE) method is used for estimating single index model. We use simulation experiments to compare the two estimation methods for error distribution function with different sample sizes, the results show that the kernel distribution function is better than the empirical distribution function.
