The planning for the formation of administrative policies and guidance through leadership are important things for managing administrative processes and sporting activities. As both contribute in the stability of the administrative conditions, and their development in the sport federations, whether they both were attentive about team and individual Olympic Games. The two researchers observe that, there is a variation in the correct way of application. Particularly in the formulation of administrative policies and leadership describing it as, modern management standards for both team and individual Olympic Games in the Iraqi National Olympic Committee. That led to cause a misconception and lack of clarity for some administrators of those unions. The descriptive approach was used in the comparative study method. The research society included the preparation of the boards of directors in the sports federations of the team and individual Olympic Games competitions by (24) federations, (195) members and excluded (35) form those of were not submitted. As a result, the remaining was 160 members, in which their proportion formed (82.05%). After that, two questionnaire forms were applied (formation of administrative and leadership policies) on the sample population to obtain the results and process them statistically. Based on that, research findings were reached: 1. The administrators of the sports federations of both team and individual Olympic Games lack the distinguished management in the formation of administrative and leadership policies in the Iraqi Olympic Committee. 2. The administrators of the sports federations of both team and individual Olympic Games lack the replacement of the familiar methods with new methods in the formation of administrative and leadership policies. 3. Lack of financial donations by the Iraqi Olympic Committee contributed to the absence of keeping up with the development of thoughts and the administrative work of the policymaking and leadership through the lack of training and qualifying the Olympic sports federations’ administrators. 4. The National Olympic Committee of Iraq lack the standards that would assess and evaluate the development of the formation of administrative and leadership

Random laser gain media is synthesized with different types of dye at the same concentration (1×10-3 M) as an active material and silicon dioxide NPs (silica SiO2) as scatter centers through the Sol-Gel technique. The prepared samples are tested with UV–Vis spectroscopy, Fluorescence Spectroscopy, Field Emission Scanning Electron Microscopy (FESEM), and Energy Dispersive X-ray Diffraction (EDX). The end result demonstrates that doped dyes with silica nanoparticles at a concentration of 0.0016 mol/ml have lower absorbance and higher fluorescence spectra than pure dyes. The antibacterial activity for the different concentrations of RR31 dye against different bacterial species was studied.
