The planning for the formation of administrative policies and guidance through leadership are important things for managing administrative processes and sporting activities. As both contribute in the stability of the administrative conditions, and their development in the sport federations, whether they both were attentive about team and individual Olympic Games. The two researchers observe that, there is a variation in the correct way of application. Particularly in the formulation of administrative policies and leadership describing it as, modern management standards for both team and individual Olympic Games in the Iraqi National Olympic Committee. That led to cause a misconception and lack of clarity for some administrators of those unions. The descriptive approach was used in the comparative study method. The research society included the preparation of the boards of directors in the sports federations of the team and individual Olympic Games competitions by (24) federations, (195) members and excluded (35) form those of were not submitted. As a result, the remaining was 160 members, in which their proportion formed (82.05%). After that, two questionnaire forms were applied (formation of administrative and leadership policies) on the sample population to obtain the results and process them statistically. Based on that, research findings were reached: 1. The administrators of the sports federations of both team and individual Olympic Games lack the distinguished management in the formation of administrative and leadership policies in the Iraqi Olympic Committee. 2. The administrators of the sports federations of both team and individual Olympic Games lack the replacement of the familiar methods with new methods in the formation of administrative and leadership policies. 3. Lack of financial donations by the Iraqi Olympic Committee contributed to the absence of keeping up with the development of thoughts and the administrative work of the policymaking and leadership through the lack of training and qualifying the Olympic sports federations’ administrators. 4. The National Olympic Committee of Iraq lack the standards that would assess and evaluate the development of the formation of administrative and leadership

These training programs did not get enough attention from athletes especially young athletes; their training was restricted to physical abilities like strength, speed, and endurance instead. The research aimed at designing an apparatus for developing athletes’ balance in national centers for gifted/ ministry of youth and sport so as to provide a measurement for coached in this field. In this paper new methods were presented based on technique of differences which is the difference- based modified jackknifed generalized ridge regression estimator(DMJGR) and difference-based generalized jackknifed ridge regression estimator(DGJR), in estimating the parameters of linear part of the partially linear model. As for the nonlinear part represented by the nonparametric function, it was estimated using Nadaraya Watson smoother. The partially linear model was compared using these proposed methods with other estimators based on differencing technique through the MSE comparison criterion in simulation study.
