The planning for the formation of administrative policies and guidance through leadership are important things for managing administrative processes and sporting activities. As both contribute in the stability of the administrative conditions, and their development in the sport federations, whether they both were attentive about team and individual Olympic Games. The two researchers observe that, there is a variation in the correct way of application. Particularly in the formulation of administrative policies and leadership describing it as, modern management standards for both team and individual Olympic Games in the Iraqi National Olympic Committee. That led to cause a misconception and lack of clarity for some administrators of those unions. The descriptive approach was used in the comparative study method. The research society included the preparation of the boards of directors in the sports federations of the team and individual Olympic Games competitions by (24) federations, (195) members and excluded (35) form those of were not submitted. As a result, the remaining was 160 members, in which their proportion formed (82.05%). After that, two questionnaire forms were applied (formation of administrative and leadership policies) on the sample population to obtain the results and process them statistically. Based on that, research findings were reached: 1. The administrators of the sports federations of both team and individual Olympic Games lack the distinguished management in the formation of administrative and leadership policies in the Iraqi Olympic Committee. 2. The administrators of the sports federations of both team and individual Olympic Games lack the replacement of the familiar methods with new methods in the formation of administrative and leadership policies. 3. Lack of financial donations by the Iraqi Olympic Committee contributed to the absence of keeping up with the development of thoughts and the administrative work of the policymaking and leadership through the lack of training and qualifying the Olympic sports federations’ administrators. 4. The aim of this paper is an attempt to compare some possible combinations of diversity reception and MLSE detection techniques. Various diversity combining techniques can be distinguished: Equal Gain Combining (EGC), Maximal Ratio Combining (MRC), Selection Combining and Selection Switching Combining (SS).The simulation results shows that the MRC give better performance than the other types of combining (about 1 dB compare with EGC and 2.5~3 dB compare with selection and selection switching combining).

Polar and nonpolar solvents have been used to study the solvent effect on the absorption and fluorescence spectra of solute molecules. Some of the spectroscopic parameters have been determined as functions of solvent polarity and temperature. The results indicate that the band width FWHM increases with increasing the solvent polarity and temperature, while the peak emission cross section decreases with increasing of solvent polarity and decreases with increasing the temperatures. Clear vibrational structure spectra of benzoanthracene molecules have been observed in Nonane and Hexane solvents at 77K.
