The planning for the formation of administrative policies and guidance through leadership are important things for managing administrative processes and sporting activities. As both contribute in the stability of the administrative conditions, and their development in the sport federations, whether they both were attentive about team and individual Olympic Games. The two researchers observe that, there is a variation in the correct way of application. Particularly in the formulation of administrative policies and leadership describing it as, modern management standards for both team and individual Olympic Games in the Iraqi National Olympic Committee. That led to cause a misconception and lack of clarity for some administrators of those unions. The descriptive approach was used in the comparative study method. The research society included the preparation of the boards of directors in the sports federations of the team and individual Olympic Games competitions by (24) federations, (195) members and excluded (35) form those of were not submitted. As a result, the remaining was 160 members, in which their proportion formed (82.05%). After that, two questionnaire forms were applied (formation of administrative and leadership policies) on the sample population to obtain the results and process them statistically. Based on that, research findings were reached: 1. The administrators of the sports federations of both team and individual Olympic Games lack the distinguished management in the formation of administrative and leadership policies in the Iraqi Olympic Committee. 2. The administrators of the sports federations of both team and individual Olympic Games lack the replacement of the familiar methods with new methods in the formation of administrative and leadership policies. 3. Lack of financial donations by the Iraqi Olympic Committee contributed to the absence of keeping up with the development of thoughts and the administrative work of the policymaking and leadership through the lack of training and qualifying the Olympic sports federations’ administrators. 4. The National Olympic Committee of Iraq lack the standards that would assess and evaluate the development of the formation of administrative and leadership

Two Prototypes of Transversely Excited at atmospheric pressure (TEA) Nitrogen laser systems (One Stage Blumlein Circuit and Two Stage Blumlein Circuit) were fabricated and operated. High voltage power supply with variable operating voltage (0-20 kv) and operating current (1-3A) was built and tested successfully. The gas flow rate of 15 L/ min and 10 L/ min for OSBC and TSBC was used. The performance of the fabricated systems was studied extensively reaching to the optimum operating conditions. This article conclude a theoretical study for the possibility to produce additional electric power from Iraqi steam power plants by cutting – off high-pressure feed water heaters . Three separated steam power plants which Dura , south –Baghdad and Nasria were studied . The investigation showed the possibity of increasing the electric power from 10 to 15% for Dura and Nasria , whereas 6% for south – Baghdad .
