يعد الربط بين جدلية ما هو كائن وما يجب أن يكون فيما يتعلق بمكانة القوة في المدرك الاستراتيجي الأمريكي وإشكالية توظيفها، من المتلازمات الذهنية الراسخة في التفكير الاستراتيجي الأمريكي، لاسيما بعد أحداث 11 أيلول 2001 وحربي أفغانستان والعراق، والتي كانت من المحفزات الأساسية للبحث عن توظيف بدائل أو وسائل فاعلة تعزز مخرجات الأداء الاستراتيجي الأمريكي بما يصب في المحصلة النهائية في جانب تكتيل القدرات الاستراتيجية الشاملة وإحداث توازن في كيفية توظيف القوة مما يفضي إلى استمرارية الهيمنة الأمريكية وفق صياغات فلسفة جيوستراتيجية جديدة اعتنقها صانع القرار الأمريكي، وهنا تندرج مفاهيم عديدة لكيفية توظيف القوة وفق منسجمات جديدة تتلاءم مع طبيعة التحولات الدولية. ينطلق بحثنا من فرضية مفادها: أن القوة مفهوم عام وشامل يستند إلى مجموعة من العوامل السياسية، والاقتصادية، والعسكرية، والثقافية، والبشرية تؤثر بعضها في البعض الآخر، أي أن توظيف القوة النشطة و البناءة في المدرك الاستراتيجي الأمريكي كإلية من آليات تنفيذ الاستراتيجية الأمريكية أدى إلى ضبط الأداء الاستراتيجي الأمريكي بما يسهم في تمكين الهيمنة الأمريكية لعقود قادمة، لذا فقد دأبت مناهج تحليل العالقات الدولية إلى بحث إشكالية توظيف القوة، بوصفها المحرك الأساسي للتفاعلات الحاصلة فيما بين الدول، إذ يختلف فهم مكانة القوة ومكوناتها وعناصرها واليات توظيفها استر اتيجيا باختلاف المدارس والمداخل والاتجاهات النظرية المختلفة في العلاقات الدولية، فضلا عن طبيعة توجهات صانع القرار الاستراتيجي الأمريكي.
This paper seeks to study the link between the fundamentalist evidence based on the observance of governance and interests and the ranks of the three legitimate purposes (necessary, need and detailed). The researcher followed the descriptive-analytical approach. The study reached important results, including that the measurement relates to the three ranks, but predominantly attached to measure the meaning of the need and the need, and the measurement of the semi-formal and semi-predominance improvement.
