Gaining the relationship between the central government and local governments is great importance especially after the expanded functions of the central government and became unable to carry out their works without all that delegate or transfer parts of its powers to lower levels.

The aims of the research is  to determine the relationship of the central government with the local government in accordance with the principle of administrative decentralization with the presentation of the competent authorities, the control of local governments, according to the Provincial Council Act No. 21 of 2008 amended.

     The aim of this study is to determine the effect of cold plasma on nails pH, creatine levels and the accumulative of some trace elements in humans nails. Creatine levels in the blood, as well as pH and trace elements, were measured before and after (1, 2) months of plasma exposure in both gender (men and women) between the ages of 22 and 25 years. Nails are exposed to  cold plasma with a voltage of (175 volts) and (2 gas flow). This research dedicated to make an investigation for the variation of electron density concentration of D- region(NmD), at a characteristic height of 81 km throughout solar cycle 23, with solar activity(represented by sunspot number indices: international sunspot number(Ri), Northern hemisphere sunspot number(Rn) and Southern hemisphere sunspot number(Rs), as well as, the correlation between these indices for Baghdad city(lat.: 33.3o N, long.: 44.4o E) at local noon time during the ascending and the descending phases of solar cycle 23.
