In this work, the behavior of reinforced concrete columns under biaxial bending is studied. This work aims at studying the strengthening of columns by using carbon fiber reinforced polymer (CFRP). The experimental work includes investigation of eight reinforced concrete columns (150*150*500mm) tested under several load conditions. Variables considered in the test program include; effect of eccentricity and effect of longitudinal reinforcement (Ø12mm or Ø6mm).      The goal of the research is to develop a sustainable rating system for roadway projects in Iraq for all of the life cycle stages of the projects which are (planning, design, construction and operation and maintenance). This paper investigates the criteria and its weightings of the suggested roadway rating system depending on sustainable planning activities. The methodology started in suggesting a group of sustainable criteria for planning stage and then suggesting weights from (1-5) points for each one of it. In 2005 Falluga city had an humanitarian crisis situation, characterized by armed conflict. Larg population displaced. To assess the nutritional status of under five children, a check of 678 child in five places of Internal Displaced Peoples . was  achieved   The results indicated that 19.6%, 48.5% of the children had diarrhea and acute respiratory infection. Twenty percent of the children had achronic malnutrition while 4.1% & 0.5% had a general and acute malnutrition.
