This study investigates the constructs and related theories that drive social capital in energy sector from the intention perspectives. This research uses theories of 'social support' and 'planned behaviour' alongside satisfaction and perceived value to propose a research model that drives social capital for energy sectors in Malaysia. Beta-carotene pigment was extracted from 6 strains collected from different sources related to some species of the genus Rhodotorula sp. The maximum productivity was in the strain Rhodotorula  mucilaginosa BA61 with amount 10.25 gm/l. The minimum productivity was from the strain R. minuta BA78 with amount 5.39 gm/l. The effects of the chemical mutagen (MNNG) and the physical mutagen (UVC) on the viability of the strains was studied. In this paper, a method is proposed to increase the compression ratio for the color images by
dividing the image into non-overlapping blocks and applying different compression ratio for these
blocks depending on the importance information of the block. In the region that contain important
information the compression ratio is reduced to prevent loss of the information, while in the
smoothness region which has not important information, high compression ratio is used .The
proposed method shows better results when compared with classical methods(wavelet and DCT).
