The effectiveness and quality of legislation depend on the extent to which it relates to political , economic ,social ,geographical , health and moral realities , so the unrealistic legislation and its failure to address all the problems facing society make these legislation out of reality , this requires this legislation be able to regulate all aspects related to public health in society in exceptional circumstances such as cases of wars ,diseases and pandemics as outbreaks of corona virus in the word ,this study focuses on the effects of legislative omission on the effectiveness of the administration when performing its tasked in health administrative control in exceptional circumstances in light of spread of corona virus pandemic in Iraq in 2020 ,and was the legislators policy far-sighted to address all aspects expected in the future ,the study also examines the efficiency of the means of physical and legal management to perform health control tasks during the outbreak of corona pandemic and possibility of continuing the necessary public facilities regularly during this period ,this is what will answer in the folds of research .
Experimental research was carried out to investigate the effect of fire flame (high temperature) on specimens of short columns manufactured using SCC (Self compacted concrete). To simulate the real practical fire disasters, the specimens were exposed to high
temperature flame, using furnace manufactured for this purpose. The column specimens were cooled in two ways. In the first the specimens were left in the air and suddenly cooled using water, after that the specimens were loaded to study the effect of degree of

This research foxed on the effect of fire flame of different burning temperatures (300, 400 and 500)oC on the compressive strength of reactive powder concrete (RPC).The steady state duration of the burning test was (60)min. Local consuming material were used to mixed a RPC of compressive strength around (100) MPa. The tested specimens were reinforced by (3.0) cm hooked end steel fiber of (1100) MPa yield strength. Three steel fiber volume fraction were adopted in this study (0, 1.0and 1.5)% and two cooling process were included, gradual and sudden. The result showed that hot water and ethanol extracts of Nigella sativa contain alkaloids ,saponins, flavonoids,tannins,glycosides,terpins and steroids. Albino mice were administered orally with 0.1 of the extract at dose of 100 mg/kg, body weight the results showed high level of white blood cell ,total and differential count of WBC,phagocytosis index, mitotic index, Arthus and delayed type hypersensitivity. The result, also showed high level of hemoglobin (Hb) and the packed cell volume (PCV) the alcoholic extract has been found more efficient than hot water extract on mice.

The study aims to identify the extent the academics in colleges of applied sciences are familiar with the themes of the national strategy of education 2040 in the Sultanate of Oman.
