هدف البحث الى بيان تأثير بناء المقدرات الجوهرية المتمثل ابعادها بـ (التعلم التنظيمي ، المرونة الاستراتيجية ، المقدرات التكنولوجية، رأس المال البشري) في ادارة الايرادات الضريبية المتمثلة ابعادها بـ (فاعلية الادارة الضريبية ، الكفاءة في العمل ، التشريعات الضريبية) وتم اعتماد الاستبانة كأداة رئيسة في جمع البيانات والمعلومات من العينة البالغ عددها (35) مبحوثاً ممن هم بموقع (مدير قسم ، وكيل مدير قسم، مسؤول شعبة) في مقر الهيئة العامة للضرائب ، وقد تم استخدام البرنامج الاحصائي spss في احتساب (الوسط الحسابي ، الانحراف المعياري ، الوزن المئوي ، تحليل الانحدار ، اختبار F ، معامل التحديد ²R واختبار x^2 ) .وتوصل البحث الى ابرز الاستنتاجات وهو ان هناك تأثير لبناء المقدرات الجوهرية في ادارة الايرادات الضريبية وبنسبة 72%.

The aim of the study was to find out the correlations and impact between the variable of ethical leadership behavior and university performance at Sumer University. Use the descriptive analytical method by adopting the questionnaire tool to collect data. The questionnaire was distributed electronically to 113 teachers at Sumer University and the response was from 105 teachers.
