Higher education is important because it creates and develops human capital and provides qualified human cadres, which requires restructuring government spending so that an increase in funding allocated to education is brought about. During the period 1990-2020, government spending was weak on educational institutions in Iraq, which led to a decline in The role of these institutions in the economic development of the country. The highest percentage of spending on higher education of GDP was 0.47% in 2007 and the lowest was 0.01% in 2005. The number of public universities reached 35, and the number of private universities and colleges reached 64 universities and private colleges in 2020. This was accompanied by an increase in the number of students and a weakening of the absorptive capacity of public universities. Iraq is considered one of the countries most affected by the Corona virus pandemic in the Middle East, in terms of the rate of injuries and deaths, and as a result of the pandemic, education has been transformed to lectronic learning platforms. Granger causality also showed the existence of a significant causal relationship between government spending on higher education, gross domestic product, the number of graduate students, and unemployment.
The location of the study area is surging hills in Bongomene area, Gorontalo, Indonesia. In this study, a geological survey and sampling were taken, and then an analysis of the content of benthic foraminifera was performed in each sample. The study aims to discover the species of benthic foraminifera fossils and to determine the paleobathymetry to the studied regions. The results of the analysis contained seven fossils species, namely Ammomassilina alveoliniformis, Stelligerum astrononion, Haynesia germanica, Nonion fabum, Praeglobobulimina ovata, Rhabdammina discreata and Saccorhiza ramosa. The objectives of this study are to determine; the uniformity qn/q1 (ratio of the discharge at last outlet, qn to the discharge at first outlet, q1) and total head losses of the flow along straight and rectangular loop manifolds with different flow conditions. The metallicity [Fe/H] for several stars accompanied by Extra-solar planets were calculated and plotted as a function of stars mass (M*). Results showed that masses of Extra-solar planets stars are well correlated with their metallicity .This relation could be explained by the equation: Y=-0.0045x + 0.065. The metallicity limit is found to be in the range of (0.18 to 0.3), relative to the mass limit in the range of (0.76 to 1.44) MSun.
This criteria is a good tool that can be used by observers who are aiming for detecting Extra-solar planets
