Iraq's water crisis represents one of the most pressing environmental and socioeconomic challenges facing the country today. This study examines the evolution of water resource problems in Iraq through a comprehensive historical comparison between the pre-2003 period under Saddam Hussein's regime and the post-2003 era following the U.S.-led invasion and subsequent political transformation. The research employs a mixed-method approach, analyzing quantitative data on water flow rates, infrastructure development, and qualitative assessments of policy impacts across both periods. Key findings reveal that while the pre-2003 period was characterized by deliberate environmental destruction, particularly the draining of the Mesopotamian Marshes, and limited upstream dam construction, the post-2003 era has witnessed unprecedented challenges including accelerated upstream damming by neighboring countries, climate change impacts, and institutional fragmentation. Iraq is facing a complex water crisis that is expected to persist. Intake from the Tigris and Euphrates rivers – Iraq's two main sources of water – is decreasing at an unprecedented rate, due to the construction of upstream dams and a prolonged drought. The study demonstrates that current water availability has decreased by approximately 60% compared to historical averages, with the Euphrates experiencing a 73% reduction and the Tigris a 29% reduction during recent drought periods. This research contributes to the understanding of how political transitions, regional geopolitics, and environmental factors interact to shape water security outcomes in post-conflict societies.
The article analyzes the neologisms that arose in the Iraqi dialect after the 2003 US-British invasion and the fall of Saddam Hussein's regime, according to the theory I advocate: "The Basic Outline of Reference," a developed theory of Arab legacy and cognitive theory, which came out in 1987 in America, so we have used the terminology of cognitive grammar. In this theory it is stated that the reference is the interaction between four components: perception, imagination, imaginative comprehension and the linguistic sign or symbolization (the neological word in this article), which are closely related, so that none of them can be lacking, because they constitute a holistic whole that belongs to a deeper level. The objective of the investigation was to analyze the structure and administration of the political system in Iraq (post-ISIS). After 2003, the Iraqi political system suffered the fundamental problem of its failure to achieve the political and social inclusion that characterizes democratic systems, to guarantee the establishment of a "state for all", while respecting differences. Political representation has moved from the system of sectarian ethnic components, under the title of consensual democracy, to the representation of leaders and the realization of their interests and the interests of their parties at the expense of the groups that claim to represent them, which complicates the problem. In this sense, the new political syste

This paper evaluates factors that negatively impact building-maintenance practices in Iraq. A literature review was conducted to identify factors affecting maintenance. A list of 42 factors affecting hospital-buildings was collected from previous studies and tested using a structured questionnaire distributed to hospital-maintenance experts. During the data analysis, 76 valid questionnaires were used. Based on the respondents’ ratings, the relative-importance index (RII) was used to determine the level of importance of each factor. From the results, it was concluded that twelve factors affect maintenance practices in hospital buildin
