يتمتع العراق بموارد بشرية هائلة حيث يعد من البلدان الفتية، إلا أنه يعاني من أزمة رأس مال بشري تغذيها أزمة التعليم، ولكون التعليم أبرز مكونات رأس المال البشري فقد ذلك بشكل كبير على مؤشر رأس المال البشري في العراق، من هذا المنطلق وللدور الكبير الذي يلعبه الانفاق العام في أي مجال، جاءت هذه الدراسة للبحث في موضوع "الانفاق العام على التعليم ودوره في تحسين مؤشرات راس المال البشري التعليمية في العراق"، حيث هدف هذا البحث إلى تحليل طبيعة وخصائص الانفاق العام على التعليم، زيادة الى تحليل الواقع التعليمي ورأس المال البشري في العراق في ضوء بعض المؤشرات، وخلص البحث إلى أن هناك دور وأثر ايجابي للإنفاق العام على التعليم في تنمية المؤشرات التعليمية المكونة لرأس المال البشري والمتمثلة ب (معدل الالمام بالقراءة والكتابة، معدل التمدرس، الرقم القياسي للتعليم) في الأجل الطويل، إلا أن ذلك الأثر كان ضعيفاً وليس بالمستوى المطلوب، أما دوره في تنمية متوسط معدل التأطير فقد كان سلبي حيث ارتفع معدل التأطير مع ارتفاع حجم الانفاق.
Abstract The present research aims to know the range of Knowledge and the using of teachers of aerography department in colleges of Education to Applicant electronic Learning , So the Sample of the research reached (129) teacher, of the university of Boghdad and Al mustansiria who were chosen by using Randomly sample , and applauding questioner for these perpos that prepared by muhamed bn Ghazi Al Judi – and by using the T-test for one sample and person correlation formula as a statistical means. The current research aims to identify the level of E-learning among middle school students, the level of academic passion among middle school students, and the correlation between e-learning and academic passion among middle school students. In order to achieve the objectives of the research, the researcher developed two questionnaires to measure the variables of the study (e-learning and study passion) among students, these two tools were applied to the research sample, which was (380) male and female students in the first and second intermediate classes. The research concluded that there is a relationship between e-learning and academic passion among students.

This study aims to identify the level of emotional intelligence among principals of basic education schools in Al-Dakhiliya Governorate. The descriptive approach was used. A questionnaire of two parts was utilized; its second part included (27) items divided into five dimensions related to emotional intelligence.
