اتجهت المحكمة الاتحادية العليا في العراق الى عدم امتداد رقابتها على بواعث التشريع وحصرت ولايتها على ظاهر النص حين قضت:" .. كما لمست هذه المحكمة من الأقضية الدستورية المقارنة أن ولاية المحاكم الدستورية تنبسط على ظاهر النص ولا تمتد إلى بواعث التشريع وأسبابه البعيدة لأن ذلك يعد من صميم اختصاص السلطة التشريعية ..." After the democratic transformation in 2003 in Iraq, young people waited a lot to take their real opportunity to participate in politics, but most of the laws regulating political and electoral work have been unfair to young people, despite developments in laws and legislation, but opportunities did not allow young people to participate in politics, which was reflected It negatively affected their participation in voting and nomination, and even their assumption of public office and positions, which is why they complained about the ruling class and the political system through protests, or when they refused to vote, and this is reflected in the recent parliamentary elections and low participation rates

Transportation problems are considered as a type of operation research problems. In fact, they deal with scheduling transportation of goods from their source to delivery sites in the minimum cost.

Such problems can be solved by the available traditional methods, which include; North-West corner, Least cost and Vogel’s method. As well as if this transportation problem is considered as a linear program it can also be solved by using Simplex method

   In this paper , two method which deal with finding the optimal value for adaptive smoothing constant, are compared .This constant is used in adaptive Single Exponential Smoothing (ASES).

The comparing is between a method uses time domain and another uses frequency domain when the data contain outlier value for autoregressive model of order one AR(1) , or Markov Model, when the time series are stationary and non stationary with deferent samples .    

What distinguishes human rights issues is their importance to the international community and their importance to democratic political regimes, because they are the axis of any political regime that seeks to achieve a successful democratic path and a stable state. So, countries that are interested in human rights try to enshrine those rights and freedoms in their constitutions and reinforce their concepts in their laws and legislations. Not to mention its involvement in international conventions and treaties concerned with human rights and freedoms, and this is what the Sultanate of Oman has worked on and confirm in the provisions of its 1996 constitution and its amendments
