Developing a Video Buffer Framework for Video Streaming in Cellular Networks
...Show More Authors

This work proposes a new video buffer framework (VBF) to acquire a favorable quality of experience (QoE) for video streaming in cellular networks. The proposed framework consists of three main parts: client selection algorithm, categorization method, and distribution mechanism. The client selection algorithm was named independent client selection algorithm (ICSA), which is proposed to select the best clients who have less interfering effects on video quality and recognize the clients’ urgency based on buffer occupancy level. In the categorization method, each frame in the video buffer is given a specific number for better estimation of the playout outage probability, so it can efficiently handle so many frames from different videos at different bitrates. Meanwhile, at the proposed distribution mechanism, a predetermined threshold value is selected for lower and upper levels of playout outage probability. Then, the control unit at the base station will distribute the radio resources and decide the minimum rate requirement based on clients’ urgency categories. Simulation results showed that the VBF grantees fairness of resources distribution among different clients within the same cellular network while minimizing the interruption duration and controlling the video buffer at an acceptable level. Also, the results showed that the system throughput of the proposed framework outperforms other existing algorithms such as playout buffer and discontinuous reception aware scheduling (PBDAS), maximum carrier-to-interface ratio (MAX-CIR), and proportional fair (PF) due to enhancing the quality of experience for video streaming by increasing the radio resources in fairness manner.

TRIPS agreement was The first to apply protection by patents. However, this type of protection, which grants exclusive and monopoly rights to patent owners, came at the expense of developing countries which are considered rich in biodiversity and also at the expense of traditional and poor knowledge of modern technologies. The release of new plant varieties has led to the emergence of biopiracy and looting of the rights of developing countries without a license

Judicial Tools in Developing Civil Law Rules – France as a Model
...Show More Authors

Despite the principle of separation of powers brought by the French Revolution, which entrusted the task of drafting legislation and its amendment to the legislative authority and the task of settling disputes and settling them in the judiciary. However, since that date, the French judiciary has played a major role in the development of French civil law (In spite of all the economic and social developments that have taken place in French society throughout these years) since its promulgation until February of 2016, the date of the Legislative Decree No. 131 of the year 2016 A modification is the largest in the history of the French Civil Code (which was the judicial precedents in which a significant impact), was assisted by the French judic

Developing a Proposed System to Organize the Investment Opportunities in Iraq
...Show More Authors

......

The Iraqi government seeks to overcome the financial crisis by investing and privatizing some projects to achieve sustainable growth. Most of the investment projects in Iraq suffer from many constraints that greatly impact the success of these projects. A survey of the opinions of a group of experts was conducted to identify the most important constraints facing the investment process in Iraq. Then the experts' answers were arranged in a closed questionnaire and distributed to the research sample for which the statistical analysis was conducted. Through it, the most important (17) factors that had the greatest impact on the failure of investment projects in Iraq were reached. One of the main constraints was

Graph-FEM/ML Framework for Inverse Load Identification in Thick-Walled Hyperelastic Pressure Vessels
...Show More Authors

The accurate identification of internal and external pressures in thick-walled hyperelastic vessels is a challenging inverse problem with significant implications for structural health monitoring, biomedical devices, and soft robotics. Conventional analytical and numerical approaches address the forward problem effectively but offer limited means for recovering unknown load conditions from observable deformations. In this study, we introduce a Graph-FEM/ML framework that couples high-fidelity finite element simulations with machine learning models to infer normalized internal and external pressures from measurable boundary deformations. A dataset of 1386 valid samples was generated through Latin Hypercube Sampling of geometric and l

Adaptive Windowing Framework for Surface Electromyogram-Based Pattern Recognition System for Transradial Amputees
...Show More Authors

Electromyogram (EMG)-based Pattern Recognition (PR) systems for upper-limb prosthesis control provide promising ways to enable an intuitive control of the prostheses with multiple degrees of freedom and fast reaction times. However, the lack of robustness of the PR systems may limit their usability. In this paper, a novel adaptive time windowing framework is proposed to enhance the performance of the PR systems by focusing on their windowing and classification steps. The proposed framework estimates the output probabilities of each class and outputs a movement only if a decision with a probability above a certain threshold is achieved. Otherwise (i.e., all probability values are below the threshold), the window size of the EMG signa

Developing A Mathematical Model for Planning Repetitive Construction Projects By Using Support Vector Machine Technique

Abstract
Each project management system aims to complete the project within its identified objectives: budget, time, and quality. It is achieving the project within the defined deadline that required careful scheduling, that be attained early. Due to the nature of unique repetitive construction projects, time contingency and project uncertainty are necessary for accurate scheduling. It should be integrated and flexible to accommodate the changes without adversely affecting the construction project’s total completion time. Repetitive planning and scheduling methods are more effective and essential. However, they need continuous development because of the evolution of execution methods, essent
... Show More

Beyond empiricism: a unified physics-based framework for resonance avoidance and carbon-efficient mass optimization of machine foundations
...Show More Authors

Dynamic machine foundations can be considered as a necessary component of the industrial infrastructure. Design of the dynamic equipment foundations has, however, traditionally been grounded on a rule of thumb that is inaccurate and rigid to use at the discretion of the engineers. The conventional rule of thumb, which includes minimum weight ratios and resonance avoidance criteria, has been used singularly with two poles, which can be either conservatively designed systems that are too heavy, or systems that are going to experience too much vibration and fatigue. This paper presents a novel, analytical framework for the reinterpretation of traditional design practices, using a physics-based approach, and results in a single, unified overall

Cybersecurity involves protecting computer networks, systems, and data from unauthorized access and disruptions using advanced technologies. The purpose of this research is to establish a novel cyber security framework for strengthening cloud data protection. In this paper, we propose a novel Dung Beetle optimization-redefined Intelligent Random Forest (DB-IRF) for accurate detection of intrusions in a cloud environment. We obtained a dataset that includes cloud system logs and network traffic data, including normal and malicious activities, to train our proposed model. We utilized z-score normalization to pre-process the gathered raw data. Our suggested model enhances classification accuracy by integrating DB optimization with the

A review of heuristics and metaheuristics for community detection in complex networks: Current usage, emerging development and future directions
...Show More Authors

Sensibly highlighting the hidden structures of many real-world networks has attracted growing interest and triggered a vast array of techniques on what is called nowadays community detection (CD) problem. Non-deterministic metaheuristics are proved to competitively transcending the limits of the counterpart deterministic heuristics in solving community detection problem. Despite the increasing interest, most of the existing metaheuristic based community detection (MCD) algorithms reflect one traditional language. Generally, they tend to explicitly project some features of real communities into different definitions of single or multi-objective optimization functions. The design of other operators, however, remains canonical lacking any inte
