It sheds light on the cultural dimension in the decentralized administration experience in Iraq as evaluation tool by adding a new dimension in studying decentralization in addition to the administrative, political and legal dimensions .The proposal of study is that without the civil political culture ,the administrative decentralization in Iraq which remains weak and it may be imposed to a set of problems. - The study includes an introduction, conclusion and a set of political and cultural issues , its components and it may have the political analysis of this culture and its role in determining the movement of the administrative decentralized movement in Iraq post 2003.

Azo dyes are the most common and widely used dyes, accounting for more than half of each year's dyes. In this work, a complete description of a new innovative series of compounds with the elements [Ag (I), Zn (II)] generated from the guanine azo dye ligand (GAB) 8-[1-(3-carboxy) azo] guanine has been studied. The structural formula was studied using several physicochemical analyses and spectroscopic techniques (FT-IR spectra, UV-Vis). The FTIR spectrum of the ligand (GAB) was compared to the spectra of the metal ion complexes formed to determine its identity. As many expensive and invasive procedures are used for the diagnosis or follow-up of clinical conditions, the measurement of cell-free DNA is a promising, noninvasive method, which considers using blood, follicular fluid, or seminal fluid. This method is used to determine chromosomal abnormalities, genetic disorders, and indicators of some diseases such as polycystic ovary syndrome, pre-eclampsia, and some malignancies. Cell-free DNA, which are DNA fragments outside the nucleus, originates from an apoptotic process. However, to be used as a marker for the previously mentioned diseases is still under investigation. We discuss some aspects of using cell-free DNA measurements as an indicator or marker for pathological conditions.

In this work, polyvinylpyrrolidone (PVP), multi-walled carbon nanotubes (MWCNTs) nanocomposite was prepared and hybridized with Graphene (Gr) by the solution casting method.  The morphological and electrical properties were investigated by field effect scanning electron microscopy (FESEM) images, portraying a uniform dispersion of graphene within the PVP-MWCNT nanocomposite. The AC conductivity increased from (1.45552) to (2.34812) (Ω cm)^-1 with the use of nanocomposite. The increasing continues for the AC conductivity after hybridized with graphene up to (7.20641) (Ω cm)^-1. In addition, the performances of the prepared samples for gas sensor application have been investigated.

Copper indium disulphide, CuInS2, is a promising absorber material for thin film photovoltaic which has recently attracted considerable attention due to its suitability to reach high efficiency solar cells by using low cost techniques. In this work CuInS2 thin films have been deposited by chemical spray pyrolysis onto glass substrates at ambient atmosphere, using different [Cu]/[In] ratio in the aqueous solutions at substrate temperature 3000C

 Corrosion behavior of aluminium in 0.6 mol. dm-3 NaCL solution in acidic medium (      ) was investigated in the absence and presence of different concentrations of amino acid, glutamic acid, as environmentally – friendly corrosion inhibitor over temperature range (293-308)K. The investigation involved electrochemical polarization method using potentiostatic technique and optical microscopy, the inhibition efficiency increased with an increase in inhibitor concentration but decreased with increase in temperature. The cyanobacteria strains were used in bioreactors to produce biomass. The total biomass after one month in suitable conditions such as efficient gas exchange, powerful light source and suitable medium composition was 7.99 mg/ml for N. commune and 5.83mg/ml for A. circinalis. These algae were applied alone or mixed in two rates (5 or 10 ml/ 100 g compost); Azotobacter chroococcum was used before 7 days of harvesting or with other cyanobacteria species. The total Nitrogen showed 1.84% with Azotobacter, however the nitrogen in mix culture was 1.80% mean while, the control treatment was 1.49%.. These results indicate that we can reduce chemical fertilizers by 1/4 or may 1/2 dose of normal requirement on growth and yield of chickpea plant.
