تُمثل عملية صنع القرار السياسي في الكويت بمراحلها وآلياتها ومؤسساتها، معياراً على مدى تقدم النظام السياسي ونجاحه في تقدم الدولة. كذلك هي معيار لمستوى قوة تجذّر الديمقراطية بين الفرد الكويتي في المجتمع، ونتاج توازن التفاعل ما بين المؤسسات السياسية مع مؤسسات الدولة الرسمية والغير رسمية، اعتماداً على القانون لا على الأهواء والمصالح القبلية والعشائرية، لتأسيس دولة مؤسسات قبل دولة أفراد.

This study aims to illustrate and compare the perspectives of Ibn Sahnun and    al-Kabasi about educational system. To this end, the researcher adopted the inductive-analytical approach to analyze their educational perspectives. The study included two chapters: one to give an overview of the life of Ibn Sahnun and al-Kabasi and the other to analyze their perspectives. The findings revealed Ibn Sahnun and al-Kabasi confirmed that compliance with the Islamic rules is an essential condition over all aspects. As for Ibn Sahnun pointed out to the important of teaching Quran as a basic reference and guide of Muslim daily-life skills and behaviors. This paper discuses the mindset contribution of the organization Science in organizational effectiveness (OE), and the most valuable thoughts they introduced in this subject, starting from the pre- classical era, through classical era to present time. This paper has identified the main contribution in OE. The concept of OE didn’t arise until what had been introduced by Chester Barnard, although Max Weber mentioned this concept in his bureaucratic theory, but he didn’t explain it as Barnard does.
