    The main aim of this research is to present and to study several basic characteristics of the idea of FI-extending semimodules. The semimodule  is said to be an FI-extending semimodule if each fully invariant subsemimodule of  is essential in direct summand of . The behavior of the FI-extending semimodule with respect to direct summands as well as the direct sum is considered. In addition, the relationship between the singularity and FI-extending semimodule has been studied and investigated. A low speed open circuit wind tunnel has been designed, manufactured and constructed at the Mechanical Engineering Department at Baghdad University - College of Engineering. The work is one of the pioneer projects adapted by the R & D Office at the Iraqi MOHESR. The present paper describes the first part of the work; that is the design calculations, simulation and construction. It will be followed by a second part that describes testing and calibration of the tunnel. The proposed wind tunnel has a test section with cross sectional area of (0.7 x 0.7 m2) and length of (1.5 m). The maximum speed is about (70 m/s) with empty test section. The contraction ratio is (8.16). Three screens are used to minimize flow disturbances in the test section.

CdSe alloy has been prepared successfully from its high purity elements. Thin films of this alloy with different thicknesses (300,700)nm have been grown on glass substrates at room temperature under very low pressure (10-5)Torr with rate of deposition (1.7)nm/sec by thermal evaporation technique, after that these thin films have been heat treated under low pressure (10-2)Torr at (473,673)K for one hour. X-ray patterns showed that both CdSe alloy and thin films are polycrystalline and have the hexagonal structure with preferential orientation in the [100] and [002] direction respectively.      In this paper, the bi-criteria machine scheduling problems (BMSP) are solved, where the discussed problem is represented by the sum of completion and the sum of late work times  simultaneously. In order to solve the suggested BMSP, some metaheurisitc methods are suggested which produce good results. The suggested local search methods are simulated annulling and bees algorithm. The results of the new metaheurisitc methods are compared with the complete enumeration method, which is considered an exact method, then compared results of the heuristics with each other to obtain the most efficient method.
